Zoning Terms

Columbia Gorge Scenic Area
The Columbia Gorge Scenic Area is an area designated by the Federal Government to maintain and protect portions of the Gorge's natural and scenic qualities and to regulate uses in order to ensure those uses are compatible with area's natural and scenic qualities. The National Scenic Area was created to protect and enhance the scenic, natural, cultural and recreational resources of the Columbia River Gorge while encouraging economic development. The National Scenic Area is split into three management areas--urban, general and special.

Hood River County
EFU – Exclusive Farm Use The Exclusive Farm Use Zone is intended to designate, preserve, stabilize and enhance agricultural and farm use areas within the County for food, fiber, and livestock production.

F-1 – Forest Zone The Forest Zone is established to designate and reserve areas for the purpose of maintaining renewable forest resource production, retention of watershed productivity, recreation and other compatible uses.

F-2 – Primary Forest Zone The purpose and intent of the Primary Forest Zone is to recognize commercial forest lands and encourage management of commercial forest lands.

Residential Zone
• R-1 is for a single family dwelling.
• R-2 is for single family, two family or multi-family dwellings
• R-3 is for multi-family dwellings

Rural Residential
This zone is intended to maintain a semi-rural atmosphere for the development of residential living. Residential land uses will be the primary activity while agriculture will be of secondary importance.

Commercial Zones
• C-1 is the office/residential zone
• C-2 is the general commercial zone.

Light Industrial, Planned Unit Development and other zones are included in the Hood River County Zoning Ordinance.

Conditional Use Permit – CUP
A CUP is a mechanism by which the city may require specific conditions of development or of the use of the land to ensure that designated uses or activities are compatible with other lawful uses in the same zone and in the vicinity of the subject property.

Farm/Forest 1 – FF/1
This zone allows for a single family dwelling on farm or forest land with a 10 acre minimum.

Farm/Forest 2 – FF/2
This zone allows for a single family dwelling on farm or forest land with a 20 acre minimum.

Klickitat County, WA
Forest Resource District (FR)
FRD is intended to provide a stable commercial forest and wild land base and to encourage good multiple use forest management in its broadest definition. Any activities, uses, products and value related forests and wild lands are considered appropriate and compatible. These include but are not limited to grazing; mining; water management; fish and wildlife management; recreation and sports; and management of crops of various kinds. Permitted developments include roads; railroads; canals; ditches; utility service; both service and residential structures; mobile and stationary equipment; facilities and structures; rock and other mineral developments; water impoundments and such other developments as are appurtenant to the management of forests and wild lands and that contribute to the realization of the full benefits of ownership of such lands.

Open Space District (OS)
OS is intended to retain or conserve areas that are too steep to build upon or where such buildings may cause a public hazard due to excessive erosion or flooding. Principal uses permitted outright are Single family dwellings including mobile and seasonal homes; Agriculture; Recreation; Forest preserves, wildlife reservations, watershed protection areas, dams and flood control structures, reservoirs, and fish hatcheries.

Extensive Agriculture (EA)
EA is intended to encourage the continued practice of farming on lands best suited for agriculture and to prevent or minimize conflicts between common agricultural practices and various nonfarm uses. Dwellings (including mobile homes) and other buildings customarily provided in conjunction with a far use are allowed, as is commercial or industrial activity directly serving agricultural operations including the preparation and storage of farm products. Uses permitted outright are farm use; Dwellings (including mobile homes) and other buildings customarily provided in conjunction with a farm use; Home occupation; Commercial or industrial activity directly serving agricultural operations including the preparation and storage of farm products.

General Rural Zone (GR)
GR is intended to maintain openness and the rural character of the countryside, to protect the county's water and other natural resources, and to provide areas which are appropriate for typical rural development of all kinds. Principal uses permitted outright are Agriculture; Single-family dwellings (including mobile homes); Agricultural produce stands; Home occupation; and Dwellings and other buildings customarily provided in conjunction with agriculture.

Rural Residential Zone (RR)
RR is intended to maintain openness and the rural character of the countryside, to protect the county's water and other natural resources, and to provide areas which are appropriate for typical rural development of all kinds. Principal uses permitted outright include Agriculture; Single-family dwellings; (including mobile homes); agricultural produce stands; Home occupations; Dwellings and other buildings customarily provided in conjunction with agriculture; and All otherwise legal uses, activities, products, and values associated with wild or managed forests and wild lands.

Rural Center (RC)
RC is intended to provide for the location of small businesses and commercial services in rural areas for the convenience of county residents. The uses are intended to fit into farm and rural patterns of development without creating land use or traffic conflicts. Principal uses permitted outright are Agriculturally oriented commercial or industrial uses; Business or professional offices; Cabinet or carpenter shops conducted within an enclosed building; Churches; Feed and seed stores.
